Collie recently assisted client in obtaining planning permits for re-subdivision and development of land in Diamond Creek, alterations to the façade of the Louis Vuitton store in Collins Street, and a second storey extension in St Kilda East.

DEVELOPMENT AT DIAMOND CREEK

Collie recently assisted Bellbird Ridge Estate Pty Ltd in obtaining three planning permits for re-subdivision and development of land affected by an Environmental Significance Overlay within the Bellbird Ridge Estate, Diamond Creek.  The Estate is located in one of the principle urban growth areas in the Shire of Nillumbik.  Collie worked in consultation with the Shire of Nillumbik to prepare proposals that would gain the support of the Council.  The use of muted colour palates, well articulated second storeys, adequate space for landscaping and open streetscapes were important considerations in the planning permit application process to ensure compliance with the Development Plan and neighbourhood character requirements.

LOUIS VUITTON

Collie provided town planning advice to Louis Vuitton regarding alterations to the facade of its Collins Street store in the Melbourne central business district.  Collie worked with F2 Architecture and lodged a planning permit application for advertising signs and external alterations to the facade of the store.

The main consideration with the application was the heritage significance of the building and whether the proposed changes respected the architectural significance of the building and broader heritage precinct.  The site is affected by Heritage Overlays under the Melbourne Planning Scheme and is located in the Collins East Precinct which is known for its high-end retail character.  The changes were considered to be sympathetic to the building and consistent with its heritage qualities.

A planning permit was granted by Melbourne City Council in February.

SECOND STOREY EXTENSION IN ST KILDA EAST

Collie recently assisted a home owner in obtaining planning approval for a second storey extension to its home in St Kilda East.  As the lot is less than 300 square metres, a planning permit was required for the works.

The proposal included internal alterations to the existing dwelling at ground level, the second storey extension above and replacing the front façade of the old weatherboard dwelling and pitched roof with a two-storey vertical weatherboard cladding system and flat roof to create a contemporary built form.

One of the main considerations in the proposal was the built form presentation to the street.  Collie worked with the architect on the project to ensure that the external materials used would complement more recent examples of development in the area.

Given the narrow width of the lot, another consideration in the proposal was the impact that the second-storey addition would have on the amenity of adjoining properties.  Collie was able to demonstrate in its planning report that the existing conditions including the existing two-storey building to the rear of the site and the proximity of adjoining dwellings, meant that the proposed second-storey addition would have a minimal impact on the amenity of adjoining properties.

A planning permit was granted by the City of Port Phillip in February.
