_Collie Submission to VPA on Draft Precinct Structure Planning Guidelines

A Collie news article last month noted that the Victorian Planning Authority (VPA) has prepared new draft guidelines for precinct structure planning in Melbourne Greenfields, with exhibition to the public and a call for submissions recently concluding. Collie lodged a submission for consideration by the VPA, summarising the key points raised in our recent news article. Whilst our submission was supportive of the review being undertaken by the VPA, we sought the inclusion on greater detail / clarity on a number of issues as summarised below.  Innovation Pathway: how disputes will be settled between interested parties when preparing a precinct structure plan under this pathway.  Regional Areas: which aspects of the Guidelines are considered generally to be implementable universally and which require greater flexibility for use in regional areas.  Discretionary Approach: encouraging the retention of the discretionary performance targets as exhibited in the draft guidelines.
