_PRAHRAN HOUSING PRECINCT DEVELOPMENT PLAN

Collie assisted the Department of Health and Human Services [DHHS] with the preparation of a development plan for the renewal of the Prahran Housing Precinct. The Precinct includes four sites owned by the Director of Housing including the Horace Petty site on the north side of Malvern Road in South Yarra and the Essex Street, King Street and Bangs Street sites in Prahran. The four sites are affected by a Development Plan Overlay which requires the approval of a development plan by the Minister for Planning before a planning permit is granted for the majority of development proposals.

The Collie role included:

  • collaboration with DHHS and Hassell throughout the initial masterplanning stages and during the preparation of the development plan;
  • assistance with the various phases of community consultation;
  • preparation of the Prahran Housing Precinct Development Plan which sets out a vision for the renewal of the Prahran Housing Precinct over the next 20 to 30 years.

One of the key priorities for the renewal of the Prahan Housing Precinct is to integrate public and private housing in an effort to reduce social segregation and foster a sense of community. Residential uses will be complemented by commercial, retail and health uses and large areas of public open space.
